Health Plans, Payors and TPAs Survey (continued)

Employers, healthcare organizations and government officials from across the Greater Louisville area are exploring the development of a new initiative called a Community Health Record Bank.  When built, the Community Health Record Bank (CHR Bank) will store and protect private health information for individuals and their families.  Individuals will then be able to make their information available to their health professionals through a secure electronic network.  The CHR bank is expected to lead to improved quality, better patient safety and lower costs of healthcare for individuals. 

The CHR Bank may also benefit Health Plans, Payors and TPAs ("plans").  Some examples of possible new benefits include:

  • –Reduced claims payments due to reduced duplication of services and medical errors
  • Reduced claims payment due to improved health status of members / patients / fraud & abuse
  • Reduced operational costs due to improved eligibility processing, benefit compliance, and self-service applications
  • Reduced operational costs due to improved member / patient satisfaction

 The following diagram shows how the CHR Bank may work.  

The CHR Bank will work like a financial bank, except that it will handle healthcare information instead of money.  An individual begins by setting up an account, authorizing deposits and getting a “myhealth” card.  Next, physicians, hospitals, pharmacies, benefits plans and other providers deposit copies of the individual’s confidential health information into a secure electronic lockbox in the CHR bank.  Third, the individual can verify or update their information through the internet or with a physician.  Last, with the patient’s permission, healthcare professionals “withdraw” healthcare information for treatment.  This will allow caregivers to gain instant access to a patient’s medical history, medications, allergies, test results and medical conditions, thereby improving the care that the patient receives.
